The Steam Workshop is a feature of the Steam Community that's designed to facilitate game modding. If you want to have Workshop install Skyrim *cough* 'Fable 3' mods for you, you'll have to actually get the Steam version of the game, either by buying it, receiving it as a gift, or redeeming a Steam. Even though Steam sells the same game, it will never recognise that a non-Steam game you add is the same game. I used piracy in relation to using a non-Steam version of a Steamworks game and that usually means torrented, but evidently not. Or u can put your Skyrim on another computer just for Steam access.
